Separating traffic flows

There can be several ways to handle traffic flows separately. A distinction can be made between vehicle types (person cars and trucks), between people how are willing to pay (HOT lane) or it can be the destination (short distance vs. long distance). In the Netherlands around cities sometimes a distinction is made between short and long distance traffic, which are separated by different carriageways. The question is when this separation is useful and when not.

Bottlenecks in road networks caused by incidents

The Dutch highway network is increasingly congested. Apart from fixed bottlenecks, this is for about 20% caused by incidents. In order to find remedies for this congestion caused by incidents, it is helpful to have an overview available of its severity, distinguished by road section. However, incidents may occur in regular queues and the question is then how to attribute delay to either incidents or to other causes.
